Tobi (tobramycin) is an antibiotic -- it works by reducing bacterial growth in the bronchi and lungs, which supposedly leads to reduced inflammation. Ipratropium is an anticholinergic agent that relaxes the bronchi whereas albuterol dilates the bronchi by acting on beta-2 agrenergic receptors.
Thus all thee of these agents act via different mechanisms and, generally speaking, not interchangeable. You need to work with your doctor to determine which one(s) are the best fit for your particular case.
